Global Fund thematic review of gender-responsive programming now available online
The Global Fund’s Technical Evaluation Reference Group (TERG) commissioned EHG to conduct a thematic review of the implementation of gender-responsive programming at country level. The review also assessed the success of the Global Fund’s support for gender equality and equity.
The thematic review spanned 18 countries: Bangladesh, Cambodia, Cameroon, Cuba, the Democratic Republic of Congo (DRC), Kenya, Laos PDR, Moldova, Malawi, Mauritius, Mozambique, Senegal, South Africa, Philippines, Swaziland, Sudan, Uganda and Zimbabwe.
Attention to gender equality and programming are pre-eminent in the strategy paper’s four main objectives. They form the basis of a stand-alone objective, SO3, which states: “Promote and protect human rights and gender equality”. SO3 includes sub-objectives:
a) scale-up programmes to support women and girls, including programmes to advance sexual and reproductive health and rights (SRHR)
b) invest to reduce health inequities including sex and age-related disparities.
These objectives stem from the Global Fund’s ambitious new targets for HIV prevention: 38 percent reduction in new infections over the period 2015-2022. The targets also aim for a 58 percent (47-64 percent) reduction in HIV incidence in adolescents, girls and young women (AGYW), ages 15-24, over the 2015-2022 period.
The review found that the Global Fund guidance on addressing the needs of women, adolescents, girls and young women is both timely and appropriate: the Global Fund is making a real difference in raising the profile of programming focused on gender and AGYW. However, countries are still facing challenges in understanding and using data for evidence-based planning. These challenges include incorporating the voices of girls and young women in planning AGYW interventions and in implementing and monitoring evidence-based AGYW interventions.
